No fix has been recorded since the CVE record was published in 2021 — use a compensating control (WAF / firewall / segmentation) and check the vendor's advisory.

The CVE record's CNA (Juniper Networks, Inc.) lists Juniper Networks Junos OS versions 15.1 up to but not including 15.1R7-S10, 19.4 up to but not including 19.4R3-S3, 20.1 up to but not including 20.1R3, 20.4 up to but not including 20.4R3 and 1 more range as affected, and Juniper Networks Junos OS versions before 5.6R1 and 20.2 up to but not including 20.2R3-S2 as unaffected. No release containing a fix is confirmed on record.

When user-defined ARP Policer is configured and applied on one or more Aggregated Ethernet (AE) interface units, a Time-of-check Time-of-use (TOCTOU) Race Condition vulnerability between the Device Control Daemon (DCD) and firewall process (dfwd) daemons of Juniper Networks Junos OS allows an attacker to bypass the user-defined ARP Policer. In this particular case the User ARP policer is replaced with default ARP policer. To review the desired ARP Policers and actual state one can run the command "show interfaces <> extensive" and review the output. See further details below. An example output is: show interfaces extensive | match policer Policer: Input: __default_arp_policer__ <<< incorrect if user ARP Policer was applied on an AE interface and the default ARP Policer is displayed Policer: Input: jtac-arp-ae5.317-inet-arp <<< correct if user ARP Policer was applied on an AE interface For all platforms, except SRX Series: This issue affects Juniper Networks Junos OS: All versions 5.6R1 and all later versions prior to 18.4 versions prior to 18.4R2-S9, 18.4R3-S9 with the exception of 15.1 versions 15.1R7-S10 and later versions; 19.4 versions prior to 19.4R3-S3; 20.1 versions prior to 20.1R3; 20.2 versions prior to 20.2R3-S2; 20.3 version 20.3R1 and later versions; 20.4 versions prior to 20.4R3; 21.1 versions prior to 21.1R2; This issue does not affect Juniper Networks Junos OS versions prior to 5.6R1. EG Risk is EchelonGraph's 0–100 priority score. It fuses impact severity (EG Severity, the CVSS base score, never the KEV-floored or EPSS-lifted EG Score) with real-world exploitation and automatability, under weights EchelonGraph set by hand, so you can rank equal-severity CVEs and fix the most dangerous first. (refreshed 7× in last 7d / 36× in last 30d)

Each row is a time one of our pipelines fetched, updated or re-scored this CVE. For example, "NVD update" means NVD published or revised its analysis for this CVE; "MITRE cvelistV5" means we ingested or refreshed it from the CNA feed. An arrow marks a change the record states ("CVSS v3 → 9.1"); EPSS and GHSA rows show the values recorded at that time, not what changed (EPSS values are rounded; hover one for the exact figures). Most recent first.

Showing the most recent 95 of 189 refreshes on record for this CVE.

A repeat, a row identical to one the same pipeline wrote less than 10 seconds earlier, is not a separate refresh and is not counted. 5 repeat rows among the latest 100 are merged into the row they repeat. The 94 oldest rows on record are not shown and were not checked, so the counts can still include repeats.

When user-defined ARP Policer is configured and applied on one or more Aggregated Ethernet (AE) interface units, a Time-of-check Time-of-use (TOCTOU) Race Condition vulnerability between the Device Control Daemon (DCD) and firewall process (dfwd) daemons of Juniper Networks Junos OS allows an…
When was CVE-2021-0289 made public?
CVE-2021-0289 was made public on July 14, 2021: that is the date its CVE record's CNA, Juniper Networks, Inc., gives for when the vulnerability was made public. The CVE record itself was published on July 15, 2021. EchelonGraph's copy of the record carries a last-modified date of November 21, 2024; the record at its source may have been updated since.
Is CVE-2021-0289 actively exploited?
CVE-2021-0289 is not currently on CISA's Known Exploited Vulnerabilities catalog. FIRST EPSS estimates a 0.3% probability of exploitation in the next 30 days (17th percentile of EPSS-scored CVEs).
What is the CVSS score of CVE-2021-0289?
CVE-2021-0289 has a CVSS v3 base score of 6.5 (NVD).
How do I remediate CVE-2021-0289?
No fix for CVE-2021-0289 has been recorded since its CVE record was published in 2021. Restrict network exposure of the affected system or apply the vendor's mitigation — for example, keep it off the internet or limit it to trusted networks — and check the vendor's advisory for a fix.
