No fix has been recorded since the CVE record was published in 2017 — use a compensating control (WAF / firewall / segmentation) and check the vendor's advisory.

The CVE record's description, written by its CNA (Cisco Systems, Inc.), states the affected versions: "An issue was discovered in the Cisco WebEx Extension before 1.0.7 on Google Chrome, the ActiveTouch General Plugin Container before 106 on Mozilla Firefox, the GpcContainer Class ActiveX control plugin before 10031.6.20…" No release containing a fix is confirmed on record.

An issue was discovered in the Cisco WebEx Extension before 1.0.7 on Google Chrome, the ActiveTouch General Plugin Container before 106 on Mozilla Firefox, the GpcContainer Class ActiveX control plugin before 10031.6.2017.0126 on Internet Explorer, and the Download Manager ActiveX control plugin before 2.1.0.10 on Internet Explorer. A vulnerability in these Cisco WebEx browser extensions could allow an unauthenticated, remote attacker to execute arbitrary code with the privileges of the affected browser on an affected system. This vulnerability affects the browser extensions for Cisco WebEx Meetings Server and Cisco WebEx Centers (Meeting Center, Event Center, Training Center, and Support Center) when they are running on Microsoft Windows. The vulnerability is a design defect in an application programing interface (API) response parser within the extension. An attacker that can convince an affected user to visit an attacker-controlled web page or follow an attacker-supplied link with an affected browser could exploit the vulnerability. If successful, the attacker could execute arbitrary code with the privileges of the affected browser.

EG Risk is EchelonGraph's 0–100 priority score. It fuses impact severity (EG Severity, the CVSS base score, never the KEV-floored or EPSS-lifted EG Score) with real-world exploitation and automatability, under weights EchelonGraph set by hand, so you can rank equal-severity CVEs and fix the most dangerous first. Higher = act sooner.

Automatability0% × 15%

Exploitation public PoC (exploit code on record) · Automatable no (CISA's BOD 26-04 default) · Technical impact total (CISA's BOD 26-04 default). EchelonGraph holds no SSVC assessment of this CVE from CISA: none of these inputs is from Vulnrichment. EchelonGraph applied CISA's decision table to them; CISA publishes SSVC inputs and the table, not a decision for each CVE. Mission impact is CISA's Mission & Well-being decision point, and only you can judge it. CISA's table makes it high when Mission Prevalence is Essential — the vulnerable component "directly provides capabilities that constitute at least one MEF for at least one entity" (MEF: mission essential function) — or when Public Well-Being Impact is Irreversible: "multiple fatalities are likely", the cyber-physical system "is likely lost or destroyed", "extreme or serious externalities" are imposed on other parties, or social systems such as elections or the financial grid "are destabilized and potentially collapse". The score's inputs: In CISA KEV no (CISA's KEV catalog) · Automatable no (CISA's BOD 26-04 default) · Technical impact total (CISA's BOD 26-04 default). Where an input reads “CISA's BOD 26-04 default”, no one has published it for this CVE, and CISA's implementation guidance says: “If “Automatable” and “Technical Impact” information items about a CVE ID are not available and the CVE ID is not in the KEV Catalog, CISA will treat its values as “no” and “total,” respectively, until CISA or a third party provides metadata about the CVE ID. CISA will always provide the Vulnrichment data for a CVE ID listed in the KEV Catalog.” Whether your system is publicly exposed is yours to answer. BOD 26-04 binds US Federal Civilian Executive Branch agencies; for anyone else it is CISA's published timeline, a reference rather than an obligation. The directive · how EchelonGraph applies it

Data Freshness Timeline

(refreshed 8× in last 7d / 35× in last 30d)

Each row is a time one of our pipelines fetched, updated or re-scored this CVE. For example, "NVD update" means NVD published or revised its analysis for this CVE; "MITRE cvelistV5" means we ingested or refreshed it from the CNA feed. An arrow marks a change the record states ("CVSS v3 → 9.1"); EPSS and GHSA rows show the values recorded at that time, not what changed (EPSS values are rounded; hover one for the exact figures). Most recent first.

Showing the most recent 91 of 150 refreshes on record for this CVE.

A repeat, a row identical to one the same pipeline wrote less than 10 seconds earlier, is not a separate refresh and is not counted. 9 repeat rows among the latest 100 are merged into the row they repeat. The 59 oldest rows on record are not shown and were not checked, so the counts can still include repeats.

Frequently asked(5)

What is CVE-2017-3823?
CVE-2017-3823 is a high-severity vulnerability; its CVE record was published on February 1, 2017. An issue was discovered in the Cisco WebEx Extension before 1.0.7 on Google Chrome, the ActiveTouch General Plugin Container before 106 on Mozilla Firefox, the GpcContainer Class ActiveX control plugin before 10031.6.2017.0126 on Internet Explorer, and the Download Manager ActiveX control plugin…
When was CVE-2017-3823 made public?
CVE-2017-3823 was made public on February 1, 2017: that is the date its CVE record's CNA, Cisco Systems, Inc., gives for when the vulnerability was made public. The CVE record itself was published on February 1, 2017. EchelonGraph's copy of the record carries a last-modified date of June 17, 2026; the record at its source may have been updated since.
Is CVE-2017-3823 actively exploited?
CVE-2017-3823 is not currently on CISA's Known Exploited Vulnerabilities catalog. EchelonGraph's EG-KEV model places it in Tier 2 (Weaponized), which is not evidence of exploitation: a Metasploit module exists for it. EchelonGraph does not test whether exploit code works. FIRST EPSS estimates a 27% probability of exploitation in the next 30 days (98th percentile of EPSS-scored CVEs).
What is the CVSS score of CVE-2017-3823?
CVE-2017-3823 has a CVSS v3 base score of 8.8 (NVD).
How do I remediate CVE-2017-3823?
No fix for CVE-2017-3823 has been recorded since its CVE record was published in 2017. Restrict network exposure of the affected system or apply the vendor's mitigation — for example, keep it off the internet or limit it to trusted networks — and check the vendor's advisory for a fix.
